陳茂波關注美國加息對港影響

財政司司長陳茂波表示，美國聯儲局收緊貨幣政策，不但會減弱美國經濟動力，也會影響全球資金流向，對環球經濟穩步復蘇構成壓力，環球金融市場或會更為波動，特區政府會繼續關注相關風險。   陳茂波回應傳媒查詢時指，聯儲局昨天議息會議一如市場預期加息0.5厘，是22年來首次加幅達到半厘，一個多月來聯邦基金利率合共加幅已達0.75厘，目標利率現加到0.75至一厘。雖然聯儲局官員的言論紓緩市場對往後更大幅度加息的憂慮，但今年餘下時間加息的趨勢確定，累計幅度可達2.5厘或更多，聯儲局亦確定縮減資產負債表步伐。   他說，在聯繫匯率制度下，港美息差拉闊會導致更多套息交易，令港匯逐步靠向7.85兌一美元的弱方兌換保證水平，最終令港元拆息跟隨美息向上，但港匯變化及息率上升速度和幅度仍會視乎本地資金量及經濟情況而變化。   陳茂波表示，聯匯制度運作40年來行之有效，有龐大外匯儲備支持，金融及銀行體系非常穩健，並已建立完善及能應對風險的緩衝空間及防禦機制，他有信心維持貨幣及金融市場的穩定暢順運作。 　　 他又說，特區政府需要注視加息對資產市場、信貸質素、本地消費和投資活動，以及經濟氣氛的影響，也要關注對市民及中小企造成的負擔。  　　 對市民而言，港元拆息上升將增加他們的按揭還款開支。雖然本港住宅物業過半數已沒有按揭貸款，近期新造住宅按揭貸款平均供款對入息比率處於37%，且都通過加息三厘的壓力測試，反映系統風險已受多方面管理，但在經濟仍未全面恢復、失業率偏高、許多市民收入受壓的環境下，加息將增添部分業主的壓力和生活憂慮。  　　 至於中小企，疫情對業務的打擊仍在，全球供應鏈及物流運輸未完全暢通，經營仍然艱難，持續加息意味償還貸款的壓力逐步增加。 http://dlvr.it/SPrhk1
